U.S. Marshals arrest Harrisburg man after baby found with fentanyl packet in mouth

The U.S. Marshals arrested a Harrisburg man who investigators say was involved in exposing a 7-month-old baby to drug packets containing fentanyl and heroin.

According to the marshals, Harrisburg officers were called to the area of 2nd and Market streets around 3:15 p.m.Sept. 23, for an unresponsive baby.

An officer that was attempting CPR on the baby discovered a pink packet in the child’s mouth, the type of packet used in illegal drug sales, the marshals said.

The child’s mother, identified as Khelsea Frick, confirmed that the packet contained a heroin and fentanyl mix, the marshals said.

Officers were able to administer two doses of naloxone and transported the baby to UPMC Harrisburg, the marshals said. The baby has survived.

Frick was arrested for endangering the welfare of a child, along with several drug offenses, the marshals said. A further investigation found that 26-year-old Tyler Darnell Norman, Frick’s boyfriend, was involved as well and Norman was charged with the same offenses.

At 10 a.m. Tuesday, members of the U.S. Marshals Fugitive Task Force arrested Norman in the 100 block of Sylvan Terrace in Harrisburg. He was turned over to Harrisburg police for booking and arraignment.

“The U.S. Marshals Service recognizes the importance of bringing those charged with endangering children to justice and gives special attention to these cases,” U.S. Marshal Martin Pane said, “It is my hope that the community will find comfort knowing this defendant will face justice in the court system.”

Norman is being held at Dauphin County Prison on $100,000 bail, according to online court dockets. Frick waived her preliminary hearing this week and is being held at the prison on $50,000 bail.
